What reduction in the annual number of all other accidents would you consider to be a success?

/ What reduction in the annual number of fatal accidents would you consider makes this decision a failure?

/ What reduction in the annual number of accidents causing non-fatal injuries would you consider makes this decision a failure to be a failure?

/ What reduction in the annual number of all other accidents would you consider makes this decision to be a failure

/ If there is no significant reduction in the number of fatal, non-fatal, and overall accidents, would you consider this decision to be a failure?
