Sandbags

We desperately need some sandbags to stop our garage flooding (again!!). Repeated calls to the council only got the response "we're not authorised to allow that". If the council can't help even in such a minimal way to *prevent* flooding before it happens, then I wonder why we "authorise" our banks to pay rates. Does anyone know where we can obtain sandbags (preferably free)?

I've tried Mitre10 and Bunnings. Trademe has some but they're expensive. Any ideas, folks?
