Signalized Pedestrian Crossings, 4 of 5 working after 4 months

Ratepayers paid $2,450,000 conservatively for 3 signalized crossings at Glenfield Rd / Coronation Rd and 2 in Raleigh Rd about 4 months ago and never switched on.
Pedestrians were using the roundabout crossings during this time.
In January this year the Northcote MP had a meeting with AT's CEO about local traffic issues in which he found out that no power had been connected to these signals.
Having this information Mayor Brown was emailed asking why the signals were not working after 4 months and the legality of the crossings.
AT acknowledged the Mayoral email ( usual channel as the Mayor has to receive an answer) on 26 January 2024
AT updated 14 February still working on the answer.
Vector installed the power supply to the Raleigh Rd crossing about 2 weeks ago ( the one with the misaligned overhead arm ) which is still not operational.
Question is, why so long before being switched on as it seems system is dysfunctional in the project area?
Were the pedestrian crossings legal as the lights were never commissioned?
If nothing else contacting your MP and Mayor has results of which we are still waiting!
