Local Park Management Plan (LPMP):
The LSB Boatyard Inc's licence (which had been rolling over monthly since it expired in 2012) had become contrary to the reserve's management intentions when the LPMP was adopted in February.
The LPMP states the following intentions for Little Shoal Bay Reserve: "Discontinue boat maintenance and haulage yard activities on the reserve" and "Repurpose the boat maintenance and haulage yard area to support a greater range of recreation activities".
These intentions stop boatyard activities and were adopted following a robust democratic process with public consultation on all aspects of the reserve.
The LPMP hearing panel heard from LSB Boatyard Inc as well as supporters and opponents of the boat yard. After careful deliberation, the hearing panel concluded that the the activities should cease and recommended that to the Local Board. The Local Board endorsed this when it adopted the LPMP.
Boat Yard Remediation:
As part of the Shoreline Adaptation Plan process to plan for flooding in the reserve, the Local Board requested contamination testing of Little Shoal Bay Reserve following concerns that there was polluted material in the bay. The tests largely came back fine, except for the boat yard area which was found to be contaminated with heavy metals above the Unitary Plan discharge limits; and copper, lead, zinc, TBT and PCB concentrations above the Australian and New Zealand Guidelines for Fresh and Marine Water Quality sediment guidelines. The contaminants are not considered a danger to humans, but could be detrimental to the harbour.
Remediation of the boat yard area should be completed next week, with around 1,000m3 of contaminated material removed to stop it leaching into the harbour (30cm depth over 3,000m2). The area is being reinstated as gravel, but this can be changed in the future depending on the outcome of consultation. The damaged boat ramp has also been repaired as part of the project.

Free BBQ! Walk the new track!
This is a new step-free route between Kauri Glen Road and Tui Glen Road, with a refurbished track (including steps) to Raymond Terrace. The new bridge is around 6 storeys high with a very impressive view of the forest tree tops.
The new tracks, bridge and boardwalk have been built to a standard to help prevent the spread of kauri dieback disease, which is especially important in this park.

Note: We made the decision to allow public access earlier than expected to prevent further damage to the forest by those who were throwing the fences into the trees 🙁

Now the developer has applied for a change to the zoning of the land under Unitary Plan to make it easier to allow their development when they next apply.
It is called Plan Change 99 and is open for public consultation until 17 May 2024.

Plan Change 99 seeks to:
* rezone approximately 7,147m2 of land, at 13 Cresta Avenue and 96 Beach Haven Road, Beach Haven, from Residential – Single House Zone to Residential – Mixed Housing Urban Zone
* introduce a precinct to both sites which incorporates the Medium Density Residential Standards in accordance with section 77G(1) and Schedule 3A of the Resource Management Act 1991.

The track has been upgraded to a standard to help prevent kauri dieback disease, including new bridges and boardwalks with fantastic views of the trees. The loop forms a step-free recreational track connecting into the shared concrete path that was built last year. The Mahara Ave entrance is just past the pump track and the Recreation Drive entrance is from behind Playcentre.
Thankyou to all of the council staff and contractors involved in the project, including reNature and Milton Harwood Construction. Thankyou also to Matua Shannon Leilua for the opening blessing and to Kaipatiki Community Facilities Trust for the opening event. The project was funded by the Natural Environment Targeted Rate and the Kaipātiki Local Board.
NEXT: The Kauri Glen Reserve tree-top bridge and track will be officially opened at 12pm Sunday 28 April.

This will be an opportunity to hear an update from Melanie Kenrick, myself and neighbours on the proposal, and to share your views with the community.
The proposed development is for 110 dwellings, community facilities and new private roads, even though about half of the land is zoned as Single House Zone.
The application is being processed under the COVID-19 Fast Track legislation, which means that a decision on it will be made by a panel of experts without public submissions or a hearing. However the Kaipātiki Local Board is able to provide written comments on behalf of the community.
