Is the Tsunami Warning System Adequate?

We have been approached by a number of residents on the matter of tsunami sirens or the lack of them. This issue was actually raised before the recent South Island earthquake so is not a knee jerk reaction. We post a submission received from one resident and we would appreciate comments.
SUBMISSION
It will take a disaster and significant loss of life before we take the threat of tsunamis seriously. It may not happen in our lifetime or it could happen tomorrow.

We have heard from some that we are protected by the Hauraki gulf islands. This is not a fact. Waiheke could actually act as a magnifying glass and combine the waves that come around it’s ends to amplify the resultant wave action!

Cellular texts is not the answer and will not work at night when people are sleeping and certainly not for the elderly who do not text. But, as a temporary stop gap this would take only one week to program the cellular provider’s computer  to send a pre-set message to all users in range of selected cell towers defining the area of alert.

Sirens are not costly at $6,000 each installed on existing infrastructure. These can be activated individually by radio, cellular or satellite based on area of alert. Sirens were installed and still exist by the Rodney and Waitakere Councils before amalgamation into the Auckland Super City. There also installed at numerous locations around the country including Pauanui.

The Civil Defence which relies on government funding want to placate us with a tsunami warning based on cellular texts. Their explanation is that we are not capable of understanding the following signals:
1. Alert signal (dash – dash – dot – dot) sounded for 15 minutes
2. Evacuate signal (dot-dot-dot) sounded in continuous burst for 15 minutes
3. All clear signal (a continuous tone for five minutes)

Primary School Students Safety

In recent weeks there has been a number of incidents impacting on the safety of the children going to and from Bucklands Beach Primary school relating to cars reversing out of driveways and dogs not on a leash.

In recent weeks there has been a number of incidents impacting on the safety of the children going to and from Bucklands Beach Primary school relating to cars reversing out of driveways and dogs not on a leash.

The children come along The Esplanade in the morning from the areas east of Bucklands Beach Road between 8-9am and the reverse direction from 3-4pm. They will energetically pedal their foot scooters at quite a speed so one  has to be very careful exiting a driveway as they can be out of sight one second and under your car the next moment.

There was also an unfortunate incident where a young girl fell from her foot scooter after being surprised by a dog running free off leash. Dogs have to be on leash on all public walkways and roads at all times.

We trust that everyone will appreciate this short message and pay just that little bit more attention.

HIT & RUN IN BUCKLANDS BEACH AREA?

A car was observed to be 'dumped' on The Esplanade at 5.54pm, Tuesday 15th Nov. It had heavy frontal damage and almost certainly had been in a recent hit & run. The driver fled the vehicle on foot. It had heavy frontal damage and almost certainly had been in a recent hit & run. The driver fled the vehicle on foot. This has been reported to Counties Manukau Police with advice that Eastern Beach Community Safety Inc. has video of the car being driven to location.

Aucklanders wanting to celebrate Guy Fawkes by setting off fireworks on November 5 (or any other day) must stay on their own property.

The Public Safety and Nuisance Bylaw 2103 dictates that
- a person must not set off any fireworks in a public place.
-  set off fireworks in any place that creates a nuisance or endanger any person, property, dog or other animal in a public place. (public place is for example beaches, parks, roads, footpaths) Your home appears not to be a public place but you can take a walk to the footpath outside your house if you want to make a point.
Auckland Council have advised that any complaints can be made to (09) 301-0101.

It is suggested that 'Noise Control' will be ineffective as the noise would be of an intermittent nature unless it is accompanied by other noise from same source at an elevated level. The contact for Noise Control is the same number (09) 301-0101.

Police can be involved if under Section 196 of the Crimes Act 1961 in that  “a person must not with reckless disregard for the safety of others .. send or deliver to any person, or puts in any place, any explosive or injurious substance or device” This would be if fireworks were landing on your property.

FINALLY STAY SAFE AND RESPECT THE SAFETY AND COMFORT OF OTHERS.

The article missed a key point and that is that the changes to Howick's Dog Access Rules do not come into effect until 1st July 2017.

The result of this lack of detail is that some dog owners are having their dogs on the beach after 9am contrary to the existing Dog Access rules. The change to the Dog Access rules allowing dogs on the beach up to 10am in Summer does not come into effect until next Summer.

We have brought this to the attention of both the Howick Local Board and the Howick Pakuranga Times asking that clarification/correction is made to their previously published article. This misperception is causing friction on a daily basis.
