Mayoral candidate Sarah Thomson may have come up with a money-spinning plan to ring-fence CBD parking revenue and then reinvest it back into the central city.

It’s a scheme that could raise as much as $1.5 million per year - and city retailers would take a leading hand on deciding how that money is spent.
