Slippery slope of city standards

Palmerston North's dog pound run by the council isn't up to scratch.
A report showed animal welfare wasn't up to standard sparking questions from central government about the facility's responsibility to the pups.
On Wednesday the council approved a proposal to build a new $3 million facility, as the old pound could not be brought up to compliance standards.
