What do you think of Porirua City Council's smiley face avatar?

The smiley face cost $875 plus GST and was part of a rebranding exercise for the council which cost $98,000.
Included in that cost was $30,000 for "strategy and brand development, and brand guidelines" and $24,9991 for a new photo library "based on the new brand look and feel",
