Money could off payed for mess wire grates on drains to stop smoke butts etc going into our water. And getting back the street sweepers for our gutters. I think we are goin to have more rubbish around when it's wet or windy bins will fall over causing more mess

One proposed solution? Small levies on industries that profit from financial hardship — like banks, casinos, and similar companies.
