Noisy dog

Hi there, i am wondering if there is anything i can do about a constant barking dog? (Admittedly he has got a lil better, its not as constant but still annoying) He backs onto us so his barking wakes up my 8 month old constantly & at the moment he is unwell so getting him to sleep is a mission in itself then the dog barks (or howls) & my wee one is awake screaming, I hear other neighbors yelling at it to shut up so i know its not only annoying me!
I have left 2 notes in the owners mailbox & also rung the council twice but they don’t do anything unless they hear it themselves 😒 cant just take my word for it. Is there anything else I can do???
