The Breaker Bay Moa Point Progressive Association Incorporated is formalised by a constitution, last amended in 1998. The association was formed in the 1940's.

The Breaker Bay and Moa Point Progressive Association has a kawenata/kanataraki with the City Council. This is a memorandum of understanding that came about after the poisoning and killing of commemorative trees on the coast in the area. This occurred just over four years ago.

The aims and powers of the Association (clause 4 of the Constitution) are: The preservation and development of Breaker Bay and Moa Point as a residential community.

To see that this preservation and development is well planned and aesthetically pleasing. To protect the interests of those in the area especially with regard to the provision of public services, health, care, and recreation.

To improve and protect the unique environment and natural resources of the area. To create and foster a healthy community spirit in all matters affecting the area. To promote interest in the area.

To invest any money of the Association in whatever bank operating in New Zealand either by way of Trust Funds or Deposit or in any other property or investment as will from time to time be deemed desirable by the Association.

To do all such other lawful acts, matters or things as are incidental and conducive to the attainment of all or any of the above objects As a community, we currently have many projects on the go.

The constant upkeep of the hall we all jointly have a share in and contribute to is just one aspect of what we do. Talks with both the City Council and Parks and Forest regarding shoring up the coastline including seawalls.
