Developer Justin Skilling (pictured) and fellow developer Robert Grice
are proposing the Ashburton District Council considers closing part of Victoria St off to vehicles to make a laneway.
The pair have been restoring the old buildings along Victoria St - the Triangle precinct - and have big plans for continued major redevelopment.
Skilling formally presented his proposal at the first of four submission hearings for the council's long-term plan on Monday.
He presented his idea for the council to extend its CBD rejuvenation project into the Triangle Precinct and develop the streetscape from where Wills St and Victoria St divide by the Devon Hotel, all the way down to Baring Square East.
Looking at closing the section of Victoria St off now was “the perfect opportunity” given the conversations around the future of the Balmoral Hall site and the possibility of creating an arts and hospitality precinct, extending to the Events Centre, Skilling said.
There was also the opportunity to redevelop the old polytech land next to the Balmoral Hall into a car park that could cater to long-term parking, he said.
His submission was the last of the day. Earlier, DanceWorx dance studio teachers Charmaine Quaid and Jessie Thompson presented their case to councillors to retain Balmoral Hall.
They both want the council to consider a “modest upgrade” of the building to retain its affordability, both for ratepayers and potential users.
Quaid spoke of her grave concerns that the hall's fate would be decided by the $1.3m price tag to fix it up and she didn’t want to see the building “levelled down to a piece of tarmac”.
The future of stockwater was one of the main themes on Monday, with the hearing kicking off with submissions from Rangitata Diversion Race Management Ltd, Ashburton Lyndhurst Irrigation Limited, and Barrhill Chertsey Irrigation Ltd.
The hearings continue with a full day today, a half-day on Wednesday and the final day on Thursday.
Councillors will then make decisions on the long-term plan during deliberations on May 20-23.
The final plan is scheduled to be adopted in June.

'On Feb 14, 2023, Cyclone Gabrielle flooded many of the rural areas. Puketapu Hotel went under perhaps half a meter of water. However, immediately Mary Danielson and her son, Sam Danielson, along with their loyal staff pulled it together to cook copious amounts of food that without electricity would have been wasted. Throughout the years many of us have been treated with a pub gathering where we can reconnect and a free meal. At Christmas there was Santa, games, gifts for kids, donated patchwork for adults, an ice cream truck and lots of camaraderie.
This February on the cyclone anniversary, they again pulled out the stops to give hundreds of us a special night. We are all tired of the cyclone cleanup and they understood that it was needed.'

One of Sacha’s work areas is leading the CAB’s social justice work on housing and tenancy issues.

For the first time, two new languages have been added to the calendar, as we recognise the language of Papua New Guinea and the Solomon Islands. These join Rotuma, Samoa, Kiribati, Cook Islands, Tonga, Tuvalu, Fiji, Niue and Tokelau.
The overarching theme of the language weeks for 2024 is sustainability, aligning with UNESCO’s long-term vision to protect indigenous languages, not just in the Pacific but worldwide. Sustainability can include the physical, but also language – which incorporates heritage and identity – with UNESCO saying at least 40 per cent of the world’s 7000 languages are in danger of being lost.

Kiribati: 7–13 July
Cook Islands: 4–10 August

What you need to know:
- Every part of the plant is poisonous, and can cause gastroenteritis, thirst, paralysis, blindness, and heart and kidney failure.
- This plant is hardy and normal pest control efforts are often not enough to eradicate.
- The cape tulip, growing up to 90cm high with one strap-like leaf, was introduced to Aotearoa in the 1940s, the Ministry for Primary Industries’ manager for pest management John Sanson said. “Cape tulips, like many of these invasive weeds, are really attractive ornamental species ...but they escape over people’s backyard fences and into pasture, as these things often do,”
- It was classified as a noxious plant in the late 1970s after they were discovered to cause harm to livestock and humans, even killing animals when too much as ingested.
- The salmon-pink flowers bloom for about two days a year between June and December, and have previously been an ornamental species for keen gardeners.
Sanson urged people who believed they had the weed growing on their property to leave it untouched and contact Biosecurity New New Zealand’s Exotic Pest and Disease on 0800 80 99 66.
Once a site was confirmed, manual removal or chemical treatment would start.
