I guess the outcome and its success of the new entity will to a very large degree be dependent on the governance structures put in place ensuring the owners of the assets have complete control over the operational, cost structures and investment strategies implemented .
You will note I said "owners of the assets." This raises the very thorny question of what justification is there for having 50% of the fourteen person oversight board being appointed Maori representatives ?? They are not the direct owners, although individually via being rate payers they do have some skin in the game. Now before everyone cries "racist " which I've found is a term most people use when they are not prepared to discuss the merits of any discussion, lets look at the facts.
1) The Govt will confirm the appointment of the Maori representatives thus watering down the asset owners responsibilities and control and providing the government via the appointment process with quasi control over the entity
2) Now I know some will say the Maori appointments are based on the treaty of Waitangi obligations. This is really stretching the credibility of rational reasoning. Even those who use this an excuse can't really believe that an almost two hundred year old document envisaged that one party to the treaty would have a governing right on all of New Zealand's water assets which didn't even exist at the time the treaty was signed
In summary:
a) There are possibly some positive benefits from the Three Waters reforms and these benefits need to be explored and captured in any new entity that is formed.
b) The new entity in its formation needs to recognise the existing ownership of the assets and be solely governed / managed by those owners without any interference from central government. In other words the rate payers via a shareholding in the new entity will retain ownership and at the same time retain collective control over the operation of the new company entity.
c) Any central Government concerns regarding management of the water resources including perceived Treaty obligations can be managed via legislation rather than becoming involved in the operational aspects of assets which they don't own.
d) Any public interests ( including Maori ) can be managed via input into Government legislation and by governance directed consultation by the new company. In addition local body politics provide a further avenue for public consultation.
e)Thus democracy is the winner with the public having three avenues for input (as in d) above and the assets built up over the years by ratepayers being still retained and managed by the legal owners via shareholding in the new entity/company.
The Three waters reform is going to be an interesting platform for debate at next years general election

Comfortable, loads of comfort and wear left. Comfortable enough to sleep on. Still got firmness. Some slight markings in places but I have dye which can fix this and they are hardly noticeable anyway.

in all fairness with the current situation of the world, I would recommend re cleaning after purchase. Looks fine with white decor as well but i like just white.

I have matching color leather dye I can pop in for the pieces between the cushions, just rub in with some water and it blends in perfectly.
A throw and some stylish cushions and it's your room complete.
